It kinda sucks that governor skills are useless for the player. Maybe if they did it so that non governed settlements will benefit from a clan leaders governor skills at 50% effectiveness. At least they would be somewhat useful. Battle skils are useless for governors, trade skills are useless for warriors, its like in real life.
