Often spawning on the roof or inside if it's truly otherwise unreachable. There are "purge proof" base designs which rely on placing a cheap part of the base where the purge can reach which will prevent this problem. It needs to be bigger than an elevator platform though. They spawn inside or ontop your base.

I think you need to out of the game for over 24hours before it starts dropping and I think its around 3 - 4 for it to drop back to zero.
