Wrong. We discovered how to make them spawn at a ridiculous rate. You just have to build a T3 fortress inside the maelstrom (not during the maelstrom ofc, cause you can't) and defend it. Each spawn (every minute or so) is a Greater Substance looting ..., A Giant Crocodile is a creature in Conan Exiles.
