I think there will be a water throughput problem once you have a high load - the six water pipes coming from north all connect in the upper part of the setup, leaving the heat exchangers in the south without enough water. Somewhat off-topic, but the Factorio nuke plants seem strangely inefficient compared to real life.

I did a similar setup (posted in another nuclear thread) where I used 4 chests with a token for a multi reactor setup. The 4 chest signal 4 states: 1) steam is low. 2) all reactors have at least one fuel ready. 3) insert fuel (kind of a dummy state but 4 chests form a circle) 4) spend fuel removed from all reactors.
