I'd love to know if anyone is aware of a resource for modifying the shiny rates in various games. I couldn't find anything myself a few years ago when I was doing my White 151 hack. I'm aware of gameshark/action replay codes able to change shiny to a guarantee encounter, but not sure if they were able to change the base shiny rate.
