It usually says "GESICHERT", but can also be in other languages such as SAFE, RUST, etc. Everything else was filled in by people wanting to make the lettering or markings stand out.

The Belgian military used three markings. The progression can be followed - the first group was missing one of the three markings, another group was missing two of the three markings, the third group was missing all three maarkings. I think it might be, as others have written, a 1941 dated holster. The markings suggest 1941 and the only P.08 holsters known to me from 1944 are the cdg/4 holsters which are not WaA inspector marked nor are they marked "P.08". The cdg/4 holsters are very rare.
