We live in the 30's near 20th Ave and have always smelt (smelled?) it. It tends to be strong on high humidity or rainy days. Sometimes it smells like burnt electricity, sometimes toast, and I've heard other people compare it to waffles or maple syrup. I've been told it was the water processing plant or ConEd or both.
