Stellaris command limit

Fleet command limit stuck at 40. Hi, ive been playing for a while now and just noticed that while my fleets are limited to 40, the enemies are bringing much bigger fleets. My naval capacity is at 327 and ive built plenty anchorages etc., but i have no idea what to do to increase my fleet size. Would very much appreciate some help.
