Empower was a thought experiment. I'm using Pillage, Gloom, or Resonator on my Wisp. And also, Roar Boost only the damage of the warframe and abilities, not the Ability Strength per se. Damage of Warframe abilities is affected by the damage boost. While Warframe ability damage is increased, Roar is not an increase of Ability Strength.
